While reminding that three public prosecution proceedings are underway, Tanasije Marinković, on behalf of the Commission of Inquiry, called on the Prosecutor’s Office for Organized Crime to expand the investigation and to interrogate the associates of Aleksandar Vučić as witnesses, and some as suspects, while Dušan Dobromirov reiterated that the entire decision-making scheme boils down to the formula “one president, two prime ministers and three ministers”.

“The entire project was managed from the president’s office, but that does not diminish the responsibility of the other participants in the chain,” said Dobromirov.
When asked by Radar whether that formula should perhaps be modified, because the current Prime Minister Đuro Matsut and the Minister of Construction, Infrastructure and Transport Aleksandra Sofronijević made some controversial decisions regarding the high-speed rail project, Vladimir Obradović, professor of Faculty of Organizational Sciences, said that the responsibility should also be borne by everyone who was involved in making controversial decisions, because they had to agree with them first. Obradović specified that this applies to Finance Minister Siniša Mali, as well as to some other ministers and the Secretary General of the Government, with Novak Nedić holding the political position for the longest time.
From the four publicly available annexes to the Commercial Agreement, it can be established that the prices were exaggerated and the estimated value of the entire project increased from 330 million to one billion euros, which means that 700 million euros were stolen from citizens from this project alone.

In addition to concluding harmful contracts for the state, the government also unnecessarily accelerated the works in order to open the station in Novi Sad before the elections, which cost the citizens an additional 65 million euros, Dobromirov said. For now, from the four publicly available annexes to the Commercial Contract, it can be established that the prices are exaggerated, as evidenced by the fact that the estimated value of the entire project has grown from 330 million to one billion euros, which means that 700 million euros have been “stolen” from citizens from this project alone, Dobromirov said, stressing that the subcontractors for the works were not chosen through public tenders, but through “friendly agreements”, and the analysis showed that they achieved enormous income.
He also stated that the indirect damage due to the fact that trains from Belgrade ran only to Petrovaradin and not to Novi Sad for almost a year is estimated at 35,000 euros per day and to date they have grown to more than 12 million euros.
The collapse of the profession also led to the collapse of the canopy
Professor Vladan Kuzmanović of the Faculty of Civil Engineering indicated that one of the main reasons for the collapse of the canopy is the collapse of the profession. From 2015 to 2023, the terms of reference underwent several changes, which shows that the investor did not even know what construction works he wanted to do on the station building in Novi Sad, and even less on its canopy. After all, Kuzmanović stated, at the moment when the commercial contract was signed, there was not even a conceptual solution, so the question arises as to how the value of the entire project and investment was determined.

“All this shows the regime’s practice of building projects worth billions of euros without any project documentation, and a particular problem is that only one construction permit was obtained for 108 kilometers of railway and hundreds of overpasses, underpasses and other facilities, because the government tried to speed up the implementation of the project in every way, regardless of all the problems,” Kuzmanović pointed out.
