Kreni-promeni filed criminal charges against prime minister Macut, the Minister of Transport and Drobnjak over the “Munjino brdo” tunnel

The Move-Change Movement has filed criminal charges against Prime Minister Đuro Macut, Minister of Transport Aleksandra Sofronijević and Acting Director of the Public Enterprise “Roads of Serbia” Zoran Drobnjak, due to reasonable suspicion that, as they allege, they knowingly endangered the safety of citizens by opening the unfinished section of the Pakovraće-Požega highway, including the “Munjino Brdo” tunnel, and thereby committed the criminal offense of abuse of official position.

As stated in the statement, the government opened the disputed section of the highway on July 5, 2025, and, according to the application, on the basis of a regulation that superseded the applicable technical regulations and standards.

The opening was made possible, it added, even though the tunnel lacks basic safety systems – such as automatic fire detection, video surveillance and evacuation procedures, which poses a serious risk to the safety of all road users.

“The government changed all the regulations, contrary to professional rules, to gain marketing momentum. Instead of guaranteeing citizens safety, they opened a tunnel that does not meet basic requirements. This is not an oversight, this is a deliberate circumvention of the law,” said Borijan Soković from the Kreni-Promeni movement.

The criminal complaint states that Macut, Sofronijević and Drobnjak acted with direct intent, aware that they were violating legal norms and that by opening the section they were exposing citizens to risk, all for the sake of political profit ahead of the summer season.

“The safety of citizens cannot be put on trial. When the law becomes an obstacle to marketing, that is the moment for responsibility,” emphasizes Soković.

Kreni-Promeni requests the Higher Public Prosecutor’s Office to urgently act upon the criminal complaint and investigate all the circumstances under which the section was opened without minimum technical safety.
