The fiscal strategy for 2026, with projections for 2027 and 2028, has been changed – according to the data published in the recently adopted Revised Fiscal Strategy. The total costs for EXPO 2027 and the National Stadium will be – even higher.
The Government of Serbia adopted the Revised Fiscal Strategy for 2026 with projections for 2027 and 2028.
As it was announced – economic growth will be lower than originally projected.
“In the revised macroeconomic framework for 2026, GDP growth of three percent is projected, which is 1.2 percentage points less compared to previous expectations, and reflects a more conservative approach to planning in conditions of increased risks,” the revised Strategy states.

The key drivers of growth, as stated, remain domestic demand, real income growth, continued public and private investments and the implementation of projects related to EXPO 2027 and the Leap into the Future program.
EXPO 2027 continues to have a prominent position among the capital projects of Serbia in the medium-term plan, as well as the National Stadium and the accompanying line infrastructure.
However, according to the review of investment projects in the republic budget, which was published as part of the Strategy (and includes expenditures for non-financial assets above 20 million euros), it can be seen that in the revised Strategy there are not 56 projects as in the originally adopted one, but – 52.
The four projects that are no longer on this list (expenses for non-financial assets above 20 million euros) are: the construction of a new port in Belgrade, for which the estimated value was 11.38 billion dinars, then the adaptation of the ship lock as part of HEPS Đerdap 1, the estimated value of 3.5 billion dinars, then the acquisition of buildings owned by the Republic of Serbia in the amount of 5.22 billion dinars and the creatively innovative multifunctional center Ložionica, the value of which is 10.49 billion dinars.
Otherwise, the total estimated value of 52 projects is 65.25 billion dinars higher than it was according to the original strategy adopted in June of this year for all 56 projects – now the value of 52 projects is 2,533.6 billion dinars, while previously the value of 56 projects was 2,468.35 billion dinars.
The estimated total value of the EXPO 2027 project is, according to the revised strategy, 142.25 billion dinars, and it was 139.59 billion dinars, which is 2.66 billion dinars more (about 22.7 million euros more).
The estimated total value of the National Football Stadium construction project is now 74.96 billion dinars, and the estimate five months ago was 67.5 billion dinars, which is 7.46 billion dinars more (63.65 million euros more)!
The line infrastructure and heat source project has also become more expensive – it is now 62.45 billion dinars, while it was estimated at 40.5 billion dinars. That is a difference of as much as 21.95 billion dinars (187 million euros more). Admittedly, the project is now called “Line infrastructure and heat source”, and in the original strategy it was only called “Line infrastructure”.
