Under the scrutiny of DRI: Whose plots went to the National Stadium and how many hectares were “extracted” from the former PKB corporation

A total of nine cadastral parcels of agricultural land in Surčin were transferred from the former PKB Corporation – the part remaining after privatization – to the state, free of charge, for the purpose of building the National Stadium. Only two of those nine areas are 478 hectares. In addition, another 633 parcels worth 1.9 billion dinars were “extracted” from this company, which has been called the Agro-Industrial Corporation since April 2021, the data is available in the new report of the State Audit Institution.
The state audit institution controlled the balance sheets of the former PKB Corporation, now the Agro-Industry Corporation (AIK). In the report published on the DRI website , it is stated, among other things, the data on the number of plots and the total area of land that the state, through another company – Agroindustrijska corporationa-nekretnine , “extracted” during 2024 and became the direct owner after the closure of that other company.
The report also lists the plots that the state took over in the past period in order to build the National Stadium in Surčin, as well as the plots that the company sold in 2024.

Let’s remind you, portal N1 wrote in early April 2024 that on April 2 of that year, the state registered a new company, Agro-Industry Corporation – Nekretnine doo, to which it transferred assets worth 4.9 billion dinars of the former PKB Corporation. We are talking about, we wrote, three billion dinars of funds that are in the company’s account and 1.8 billion dinars worth of land – 621 plots of urban construction, agricultural and forest land of the former PKB Corporation.
After only 50 days of existence, the shutdown of that new company was initiated through liquidation, and according to the law, everything that did not go to the settlement of debts in this process – goes to the founder, in this case – to the Republic of Serbia.
According to the report of the SAI , however, it is obvious that it is not about 621 plots – as stated in the Draft Agreement-Plan of Division on Status Change from December 2023 published in APR, but about 12 more, i.e. exactly 633 .
Namely, the state auditors determined that the decrease in the amount and value of the land of the Agro-Industrial Corporation in 2024 was based on:
- Allocation of cadastral parcels of land, buildings and funds through a division plan;
- Returning cadastral parcels of land to the Republic of Serbia i
- Individual sales of cadastral plots of land.
The SAI report confirmed that by separating cadastral parcels of land, buildings and funds through the distribution plan, this company transferred part of its property to the company “Agroindustrijska korporacija – Nekretnine” in the course of 2024.
The Director of the Agro-Industry Corporation – Real Estate brought the Plan for the division of the Agro-Industry Corporation.
“The said Plan stipulates that the transferor company, i.e. the Agro-Industrial Corporation, will transfer to the Agro-Industrial Corporation – real estate a part of its property. The total value of the assets transferred by the Transferor Company amounted to 4,898,887,000 dinars , namely:
- land worth RSD 1,883,349,000;
- objects in the value of 4,804,000 dinars i
- funds in the amount of 3,010,734,000 dinars.
The total value of the allocated land, which consisted of 633 cadastral plots of agricultural, other and construction land, in the amount of 1,883,349,000 dinars, consisted of agricultural land with a book value of 589,855,000 dinars, other land with a book value of 999,927,000 dinars and construction land with a book value of 293,567,000 dinars,” she stated. After the separation of these 633 cadastral parcels from the former PKB, it was followed by – returning possession to the Republic of Serbia .

The auditors state that on March 8, 2024, the Government of Serbia adopted a Conclusion by which it gave its consent for the former PKB Corporation to make a decision to transfer real estate that is the private property of this company to the public property of the Republic of Serbia without compensation, namely 15 cadastral parcels of agricultural and other land, all registered in KO Kovilovo .
“As part of the returned property, there were cadastral plots of agricultural land with an area of 5,134,187 m2 and a total book value of 504,778,000 dinars and a cadastral plot of other land with an area of 53,496 m2 and a book value of 4,173,000 dinars. The return of the said property was realized on the basis of the aforementioned Conclusion of the Government of the Republic of Serbia and the concluded contract between the Company and the Republic of Serbia. The agricultural land was stated in the amount of 6,418,421,000 dinars,” the report states.
According to the aforementioned analytical records, agricultural land is located in the area of the City of Zrenjanin, and the Belgrade municipalities of Palilula and Surčin.
No charge for the National Stadium
“During the audit process, it was determined that the company recorded cadastral parcels of agricultural land in its business books and analytical records, which, according to the submitted documentation, were not owned by it. The Government of Serbia issued a Conclusion on October 21, 2021, in which it gave its consent for the competent authorities of the Agro-Industry Corporation to make a decision to transfer real estate that is privately owned by the company to the Republic of Serbia without compensation, namely nine cadastral parcels of agricultural land, all registered in KO Surčin. and for the need to build the National Stadium,” the auditors pointed out.
Of those nine mentioned cadastral parcels, seven were transferred to the Republic of Serbia free of charge, according to the Agreement on the transfer of ownership rights to real estate free of charge dated December 8, 2021.
The two remaining cadastral parcels , namely cadastral parcel number 4715/2 KO Surčin and cadastral parcel number 4721 KO Surčin, were transferred to the acquirer, the Republic of Serbia, according to the Agreements on the transfer of property rights to immovable property free of charge dated December 29, 2022 and March 17, 2023.
“As of December 31, 2024, the aforementioned cadastral plot number 4715/2 KO Surčin with an area of 2,047,457 m2 and cadastral plot number 4721 KO Surčin with an area of 2,732,141 m2, which in total amounts to 4,779,598 m2, i.e. 478 hectares, are included in the analytical land records (auxiliary books) and the main book as assets of the company even though they were transferred to the ownership of the Republic of Serbia in the previous period on the basis of the aforementioned contracts.
Something was being sold.
During the last year, the agro-industrial corporation also sold plots of land in its ownership.
The sales price, as stated by the auditors, was determined on the basis of a valuation performed by the City Expertise Institute from Belgrade.
The following is an overview of the highest value agricultural land sold:
- Sale of agricultural land with an area of 1,313,219 m2 , whose book value on the day of sale was 169,133,000 dinars, and the selling price was 310,156,000 dinars. The aforementioned sale was made to the buyer ” Agromilenijum” doo, Banatsko novo selo under the contract dated July 5, 2024;
- Sale of agricultural land with an area of 1,148,874 m2 , whose book value on the day of sale was 128,344,000 dinars, and the selling price was 255,010,000 dinars. The aforementioned sale was made to the buyer “Kovilovo resort” doo, Belgrade under the contract dated February 22, 2024;
- Sale of agricultural land with an area of 460,834 m2 , whose book value on the day of sale was 48,388,000 dinars, and the selling price was 550,149,000 dinars. The aforementioned sale was made to the buyer “Smart investment” doo, Belgrade under the contract dated July 2, 2024;
- Sale of agricultural land with an area of 334,785 m2 , whose book value on the day of sale was 39,839,000 dinars, and the selling price was 55,620,000 dinars. The aforementioned sale was made to the buyer “Miljković V. Silosi” doo, Stari Banovci under the contract dated November 25, 2024;
- Sale of agricultural land with an area of 193,819 m2 , whose book value on the day of sale was 22,974,000 dinars, and the selling price was 168,456,000 dinars. The aforementioned sale was made to the buyers “MS Mobile” doo, Belgrade and “Don rent & invest” doo, Belgrade under the contract dated August 5, 2024 and
- Sale of agricultural land with an area of 173,985 m2 , whose book value on the day of sale was 18,094,000 dinars, and the selling price was 207,902,000 dinars. The aforementioned sale was made to the buyer “STL Constructions” doo, Belgrade under the contract dated April 2, 2024.
From PKB to the Agro-Industry Corporation
Agro-industrial corporation (AIK Beograd AD Padinska Skela) is the new name for the former PKB Corporation, which it received in April 2021, two and a half years after 16,785 hectares were sold to Al Dahra in the privatization process .
As the portal N1 already wrote, in the privatization process in 2018, the state sold to Al Dahra 16,785 hectares owned by PKB Belgrade, in the municipalities of Palilula, Surčin and Zrenjanin, as well as construction facilities for a total of 98 million euros.
The entire contract was a “heavy” 104.7 million euros because it also included the sale of equipment, stocks of spare parts, as well as shares in certain related companies. The price for the herd that was also sold is not included in this amount.
The rest of the land remained with the parent company – PKB Belgrade.
The new name “Agro-industrial corporation” – abbreviated AIK, PKB Belgrade received in April 2021 (the document is available HERE ).
Along with this change, another one was entered – the predominant activity is no longer “breeding dairy cows”, but “growing grain (except rice), legumes and oilseeds”.
All branches were also renamed and all received the prefix AIK instead of PKB .
